Entitlement to a rating greater than 40 percent for a back disorder is dismissed. Entitlement to a rating greater than 10 percent for abdominal scarring is dismissed. FINDING OF FACT In March 2018, prior to the promulgation of a decision in the appeal, the Veteran notified VA that he wished to withdraw his appeal in its entirety. Therefore, no questions of fact or law remain before the Board. CONCLUSION OF LAW The Veteran has met the criteria for withdrawal of a Substantive Appeal. The Board has no further jurisdiction. 38 U.S.C. §§ 7104, 7105(d)(5); 38 C.F.R. §§ 20.101, 20.202, 20.204. REASONS AND BASES FOR FINDING AND CONCLUSION The Veteran had active military service from January 1966 to May 1969 and from January 1985 to September 2006. This matter comes before the Board of Veterans’ Appeals (Board) on appeal from a June 2009 rating decision of the Department of Veterans Affairs (VA) Regional Office (RO) in Hartford, Connecticut. Under 38 U.S.C. § 7105, the Board may dismiss any appeal which fails to allege specific error of fact or law in the determination being appealed. A Substantive Appeal may be withdrawn in writing at any time before the Board promulgates a decision. 38 C.F.R. § 20.202. On March 5, 2018, the Veteran called VA. In a Report of General Information, a VA employee memorialized the call, stating the Veteran "does not want to continue the contentions and Appeal" of the issues cited above, "as he is at 100% P&T [permanent and total]. He wished for the VA to not schedule him for more exams for this Appeal and close it out. It has been resolved by CAVC."
