REASONS FOR REMAND The Veteran served on active duty from May 1989 to September 1989, from March 2002 to October 2002, from January 2003 to July 2004, and from September 2004 to March 2005. This matter comes before the Board of Veterans’ Appeals (Board) on appeal from a May 2014 decisional letter. The Veteran is unrepresented in this appeal. The Veteran appeared before the undersigned Veterans Law Judge in April 2015 and delivered sworn testimony via video conference hearing. Remand is required as it appears that not all the relevant evidence is associated with the claims file. In particular, at the April 2015 Board hearing the Veteran appeared to indicate that he had personal copies of an Application for VA Education Benefits (VA Form 22-1990) dated in 2012 (April 2015 Hearing Tr. at 4-5) as well as emails (April 2015 Hearing Tr. at 7) that were favorable to his claim. This evidence is not associated with the Veteran's claims file (including the Veteran's education file obtained by the Board subsequent to the April 2015 Board hearing), and an attempt to obtain them from the Veteran should be undertaken. The matter is REMANDED for the following action: 1. Contact the Veteran and request that he submit a copy of the Application for VA Education Benefits (VA Form 22-1990, apparently dated in 2012) as well as the emails referenced at the April 2015 Board hearing. The Veteran should be advised that he can also submit any additional evidence he deems relevant to his claim. 2. After completing the above action, and regardless of the Veteran's response, the claim must be readjudicated. If the claim remains denied, a supplemental statement of the case must be provided to the Veteran and his representative, if any. K.
