REASONS FOR REMAND In this case, there is an incomplete record. The Veteran submitted a financial status report with his VA Form 9 substantive appeal. The March 2015 supplemental statement of the case references this form, without all the details indicated. The September 2017 VA Form 8 indicated that the VA Form 9 (and apparently the attached financial status report, could not be located. The Board finds that the Veteran should be afforded the opportunity to submit another financial status report as well as any pertinent contentions, particularly because his substantive appeal cannot be located. The matter is REMANDED for the following action: The Agency of Original Jurisdiction (AOJ) should provide the Veteran with an opportunity to present his contentions in this case, particularly since his VA Form 9 cannot be located. The AOJ should also request that the Veteran complete a VA Form 5655, Financial Status Report, with a detailed accounting of all of his average monthly income, expenses, and assets.
