Entitlement to a total rating based on individual unemployability due to service-connected disability (TDIU) is dismissed. FINDING OF FACT In a November 2017 decision, which was final when issued, the Board found that a compensable rating for hemorrhoids was not warranted and that the Veteran withdrew his claim for TDIU; therefore, there remains no question of law or fact for the Board to decide. CONCLUSION OF LAW The above listed issues are rendered moot by virtue of the final November 2017 Board decision having previously adjudicated these issues. 38 U.S.C. §§ 7104, 7105; 38 C.F.R. § 20.1100. REASONS AND BASES FOR FINDING AND CONCLUSION The Veteran served on active duty from October 1976 to April 1979, and from May 1979 to October 1998. In a November 3, 2017 Board decision, the Board found, in pertinent part, that entitlement to a compensable rating for hemorrhoids was not warranted and that the Veteran properly withdrew his claim for a TDIU. The November 2017 Board decision was final when issued, and the Veteran did not appeal the decision to the U.S. Court of Appeals for Veterans Claims within 120 days of receiving notice of the decision. 38 U.S.C. § 7104(b); 38 C.F.R. § 20.1100. In late November 2017, the above listed issues were certified to the Board for review; however, because the November 3, 2017 Board decision already adjudicated these issues, there remains no question of law or fact to decide.
