FINDING OF FACT The Veteran does not have a service-connected disability rated as permanent and totally disabling or that impairs his vision. CONCLUSION OF LAW The criteria for entitlement to a special home adaptation grant have not been met. 38 U.S.C. §§ 2101 (b), 5107 (2012); 38 C.F.R. § 3.809a (2017). REASONS AND BASES FOR FINDINGS AND CONCLUSIONS The Veteran had active duty from September 1959 to August 1963. This matter comes before the Board of Veterans’ Appeals (Board) on appeal from an November 2015 rating decision issued by the Department of Veterans Affairs (VA) Regional Office (RO) in St. Louis, Missouri. In his November 2017 substantive appeal, the Veteran limited his appeal to entitlement to a special home adaptation grant. 1. Special Home Adaptation Grant A grant for necessary special home adaptations is warranted where a service-connected disability meets any of the following requirements: (A) the disability is due to blindness in both eyes, having central visual acuity of 20/200 or less in the better eye with the use of a standard correcting lens; (B) a permanent and total disability that includes the anatomical loss or loss of use of both hands; (C) a permanent and total disability that is due to a severe burn injury (as so determined); or (D) an inhalation injury including, but not limited to pulmonary fibrosis, asthma and chronic obstructive pulmonary disease. See 38 U.S.C. § 2101(b); 38 C.F.R. § 3.809a. Here, the Veteran is in receipt of service connection for left, above the knee amputation, rated 60 percent disabling; right knee replacement, rated 30 percent disabling; and bilateral knee scars, rated noncompensably disabling. As none of the Veteran’s disabilities are rated as permanent and totally disabling or cause vision impairment and he does not have service connection for an inhalation injury   including, but not limited to pulmonary fibrosis, asthma and chronic obstructive pulmonary disease, a grant for special home adaptation is not warranted.
