Citation Nr: 18146344 Decision Date: 10/31/18 Archive Date: 10/31/18 DOCKET NO. 16-19 735A DATE: October 31, 2018 REMANDED Entitlement to service connection for a bilateral knee condition is remanded. Entitlement to service connection for a respiratory condition is remanded. Entitlement to service connection for high blood pressure is remanded. Entitlement to service connection for a skin condition is remanded. Entitlement to service connection for an acquired psychiatric disorder, other than schizophrenia, is remanded. REASONS FOR REMAND The Veteran served on active duty from August 1994 to November 1994 and May 1996 to January 2006, with additional reserve service. The Board notes that a May 2018 RO rating decision denied the Veteran’s claim for entitlement to schizophrenia. As the decision has not been appealed, it is not before the Board and schizophrenia will not be considered with the Veteran’s acquired psychiatric claim. 1. Entitlement to service connection for a bilateral knee condition is remanded. 2. Entitlement to service connection for a respiratory condition is remanded. 3. Entitlement to service connection for high blood pressure is remanded. 4. Entitlement to service connection for a skin condition is remanded. 5. Entitlement to service connection for an acquired psychiatric disorder, to not include schizophrenia is remanded. The Board finds that remand is necessary to obtain missing personnel records and service treatment records. The Board notes the Veteran’s DD-214s reflect active duty August 1994 to November 1994 (3 months and 2 days) and also notes 2 months and 5 days of prior active service. A review of the Veteran’s claims file does shows that the Veteran was called to active duty in January 1993 for a period of approximately nine weeks, beginning in June 1993. There is no DD-214 in the Veteran’s record which accounts for this prior active service. Furthermore, the Veteran’s service treatment records do not contain any records of his 2 months and 5 days of active service prior to August 1994. The matters are REMANDED for the following action: 1. Compile a complete list of all periods of service, including active duty and reserve service, with all periods of ACDUTRA and INACDUTRA separately listed. Associate all documents obtained with the file. All efforts to obtain these records, and the responses received, must be documented in the file, and must continue until it is reasonably certain that the records do not exist or that further efforts to obtain the records would be futile. Associate with the record, the Veteran’s ENTIRE service treatment records. If such records are unavailable, the Veteran’s file must be clearly documented to that effect and the Veteran notified in accordance with 38 C.F.R. § 3.159(e). A. S.
