Citation Nr: 18146650 Decision Date: 10/31/18 Archive Date: 10/31/18 DOCKET NO. 17-06 447 DATE: October 31, 2018 REMANDED 1. Entitlement to service connection for chronic sinusitis is remanded. 2. Entitlement to service connection for hepatitis C, to include liver conditions, is remanded. 3. Entitlement to service connection for a genitourinary condition is remanded. 4. Entitlement to service connection for dental pain is remanded. REASONS FOR REMAND The issues of entitlement to service connection for chronic sinusitis, hepatitis C, a genitourinary condition, and dental pain are remanded. The Veteran seeks service connection for chronic sinusitis, hepatitis C, a genitourinary condition, and dental pain. The evidence indicates that he served on active duty in the United States Marine Corps from September 1973 to October 1975, after which he was discharged under conditions other than honorable. However, the Veteran has asserted that he later enlisted in the United States Army and served on active duty from 1976 to 1979, after which he reenlisted and served in the early 1980’s. The evidence of record is unclear regarding whether the Veteran did, in fact, serve on active duty after he was discharged in October 1975. Additionally, the claims file contains correspondence from the Veteran, mailed in the early 1980’s, seemingly while he was confined at Ft. Leavenworth. The Board notes that partial military personnel records and service treatment records have been associated with the record. However, it appears that there may be outstanding personnel and treatment records. Thus, a remand is necessary to verify the Veteran’s periods of service and to make an additional attempt to associate any outstanding records with the claims file. The matters are REMANDED for the following action: Contact the appropriate repository and obtain verification as to whether there are any records showing the Veteran had any additional service and specifically whether he was confined at Ft. Leavenworth between May 1982 and August 1986 following a conviction for crimes committed during military service. (Continued on the next page)   If so, contact the National Personnel Records Center (NPRC) and/or the appropriate repository and request that it (1) verify the Veteran’s additional periods of active duty and (2) forward all available service treatment records and military personnel records not already of record associated with such duty for incorporation into the record.
