REASONS FOR REMAND The Veteran served on active duty in the U.S. Army from September 1988 to December 2000 with additional unverified active service. 1. Entitlement to a rating in excess of 30 percent for residuals, status post right eye surgery for detached retina and cataract with lens replacement, left eye posterior subcapsular cataract, and bilateral diplopia, is remanded. The Board’s review of the Veteran’s VA treatment records reflect that he received non-VA care for his eyes, as approved by the Hilo VA Community Based Outpatient Clinic. See VA treatment record, August 2017. The VA treatment records indicate that the notes from the non-VA care have been scanned into the VISTA Imaging system. However, these scanned images have not been obtained and associated with the claims file. As there is apparent outstanding and relevant medical evidence, the Board cannot decide the claim at this time. The bilateral eyes claim must be remanded to obtain these referenced non-VA treatment records. The matter is REMANDED for the following action: 1. Obtain the Veteran’s outstanding VA treatment records. The RO must ensure that all relevant scanned documents in VISTA Imaging or other records depositories are obtained and associated with the claims file. The Board is particularly interested in the scanned documents referenced in the May 2013 and August 2017 VA treatment records. YVETTE R.
