REASONS FOR REMAND The Veteran served on active duty from February 2000 to July 2001. The Veteran seeks to reenter a VR&E program for the purpose of pursuing additional education due to the effects of her service-connected disabilities on her current employment. Upon reviewing the claims file, the Board observes not all documents related to the Veteran’s appeal have been associated with the file. For example, records related to contact with the Veteran and Federal Aviation Administration (FAA), cited as evidence considered by the October 2015 statement of the case, are missing from the claims file. On remand, all relevant documents must be associated with the claims file. As a final note, the Board observes the Veteran has requested on multiple occasions that her appeal be considered de novo by a Decision Review Officer. On remand, steps should be undertaken to accommodate this request. The matter is REMANDED for the following action: 1. Review the claims file and ensure all documents have been scanned into the electronic file. Specifically, all documents listed and discussed in the October 2015 statement of the case must be associated with the claims file, including records related to contact with the Veteran and the FAA. If these documents are deemed to be unavailable after search efforts, this fact should be documented in the claims file. 2. After completing the above, and any other development deemed necessary, forward the claims file to a Decision Review Officer for readjudication based on the entirety of the evidence. If the benefits sought on appeal are not granted to the appellant's satisfaction, she and her representative should be provided with a supplemental statement of the case.
