Citation Nr: 18153471 Decision Date: 11/27/18 Archive Date: 11/27/18 DOCKET NO. 15-06 471A DATE: November 27, 2018 REMANDED Entitlement to a disability rating higher than 30 percent for service-connected migraines is remanded. REASONS FOR REMAND The Veteran served on active duty in the United States Army from January 1991 to May 1991. This matter comes before the Board of Veterans’ Appeals (Board) on appeal from an October 2013 rating decision of the Department of Veterans Affairs (VA) Regional Office (RO) in Nashville, Tennessee. Jurisdiction has since been transferred to the RO in St. Petersburg, Florida. In November 2018, the Veteran appeared and testified at a videoconference Board hearing before the undersigned Veterans Law Judge. The Veteran was last provided a VA examination for her migraines in October 2013. In her VA Form 9, she reported that her migraine symptomatology had significantly worsened since her last VA examination. Specifically, she reported daily attacks that were productive of crippling pain, nausea, loss of balance, and increased blurred vision. Thus, as there is evidence of an increase in severity of the Veteran’s disability, the Board finds that a new examination is needed to fully and fairly evaluate her claim. See Snuffer v. Gober, 10 Vet. App. 400, 402-03 (1997); see also Caffrey v. Brown, 6 Vet. App. 377, 381 (1994). Accordingly, this matter is REMANDED for the following action: Schedule the Veteran for an appropriate VA examination to identify the current nature and severity of her service-connected migraines. The examiner should provide a full description of the Veteran’s disability and report all signs and symptoms necessary for evaluating the Veteran’s disability under the rating criteria.
