Entitlement to a compensable initial rating for left long finger disability is dismissed. Entitlement to a compensable initial rating for right index finger disability is dismissed. Entitlement to an initial compensable rating for right long finger disability is dismissed. Entitlement to a compensable rating for a right thumb disability, including the propriety of the reduction to a noncompensable rating, is dismissed. Entitlement to a 10 percent rating for left thumb disability, including the propriety of the reduction to a noncompensable rating, is dismissed. Entitlement to a 30 percent rating for migraine headaches, including the propriety of the reduction to a noncompensable rating, is dismissed. FINDING OF FACT In December 2017, the Veteran informed the Board that he desired to withdraw his appeal. CONCLUSION OF LAW The criteria for withdrawal of a Substantive Appeal by the Veteran have been met. 38 U.S.C. § 7105(b)(2), (d)(5) (2012); 38 C.F.R. §§ 20.202, 20.204 (2018).
