Entitlement to an increased rating for service-connected trochanteric bursitis of the right hip, currently evaluated as 10 percent disabling, is remanded. REASONS FOR REMAND The Veteran had active service from November 1985 to June 1987. This case comes to the Board of Veterans’ Appeals (Board) on appeal from an Agency of Original Jurisdiction (AOJ) decision dated in November 2012. Entitlement to increased ratings for service-connected trochanteric bursitis of the left and right hips is remanded. While the record contains a June 2016 VA examination regarding the Veteran’s bursitis of the bilateral hips, the examination does not comply with the requirements in Correia v. McDonald, 28 Vet. App. 158, 168 (2016). The examination does not contain passive range of motion measurements. Moreover, in a May 2018 written brief, the Veteran's representative asserted that a remand is warranted for another VA examination since it has been over two years since the last VA examination of these disabilities and suggests that the Veteran’s hip disability has worsened since that time. Records reflect that the Veteran receives private medical care for her bilateral hip disability. See report of June 2016 VA examination in which the Veteran reported that she was treated for her hip disability by a private physician, most recently one year ago. Ongoing medical records should also be obtained. 38 U.S.C. § 5103A (c); see also Bell v. Derwinski, 2 Vet. App. 611 (1992) (VA medical records are in constructive possession of the agency, and must be obtained if the material could be determinative of the claim). The matters are REMANDED for the following action: 1. With any necessary releases, obtain updated VA and private medical records of treatment or evaluation of the bilateral hip disability, and associate them with the claims file. 2. Schedule the Veteran for an examination of the current severity of her service-connected trochanteric bursitis of the bilateral hips. The examiner must test the Veteran’s active motion, passive motion, and pain with weight-bearing and without weight-bearing. The examiner must also attempt to elicit information regarding the severity, frequency, and duration of any flare-ups, and the degree of functional loss during flare-ups. To the extent possible, the examiner should identify any symptoms and functional impairments due to bursitis of the bilateral hips alone and discuss the effect of the Veteran’s bursitis of the bilateral hips on any occupational functioning and activities of daily living. If it is not possible to provide a specific measurement, or an opinion regarding flare-ups, symptoms, or functional impairment without speculation, the examiner must state whether the need to speculate is due to a deficiency in the state of general medical knowledge (no one could respond given medical science and the known facts), a deficiency in the record (additional facts are required), or the examiner (does not have the knowledge or training).
