REASONS FOR REMAND The Veteran had active military service from June 1971 to June 1991. Regrettably, another remand is necessary. Both the Board’s November 2011 and October 2016 remands directed the agency of original jurisdiction (AOJ) to readjudicate the Veteran’s claim in a supplemental statement of the case (SSOC) after the requested development was completed. Unfortunately, it appears the Remands were directed solely to the Regional Office, as opposed to the VA Medical Center that originally adjudicated the claim. Therefore, although an SSOC was issued after each remand, addressing separate claims that will be adjudicated in a separate and forthcoming Board action, neither addressed the clothing allowance claim. Therefore, a remand is again necessary for an SSOC readjudicating this appeal. The matter is REMANDED for the following action: Readjudicate the Veteran’s clothing allowance appeal in an SSOC and afford the Veteran and his representative the requisite period for a response.
