Entitlement to a rating in excess of 30 percent for occipital headaches is dismissed. FINDINGS OF FACT 1. In a November 2017 decision of the Board of Veterans’ Appeals (Board), the Veteran was granted a 30 percent rating for residuals of status post left distal femoral shaft fracture. 2. In an April 2018 Board decision, the Veteran was granted a 30 percent rating for occipital headaches. CONCLUSIONS OF LAW 1. The November 2017 Board decision is final and the issue of entitlement to an increased rating for residuals of status post left distal femoral shaft fracture is dismissed. 38 U.S.C. §§ 511, 7103, 7104 (2012); 38 C.F.R. § 20.1100 (2017). 2. The April 2018 Board decision is final and the issue of entitlement to an increased rating for occipital headaches is dismissed. 38 U.S.C. §§ 511, 7103, 7104 (2012); 38 C.F.R. § 20.1100 (2017). REASONS AND BASES FOR FINDINGS AND CONCLUSIONS The Veteran served on active duty from June 2000 to August 2001. In November 2017, the Board granted the Veteran a 30 percent rating for residuals of status post left distal femoral shaft fracture. The Regional Office effectuated the Board decision in a January 2018 rating decision. Similarly, in April 2018, the Board granted the Veteran a 30 percent rating for occipital headaches, and that decision was effectuated in an April 2018 rating decision. The Veteran did not appeal the November 2017 and April 2018 Board decisions to the Court of Appeals for Veterans Claims, or file a motion for reconsideration or motion to vacate with the Board. Therefore, these Board decisions are final. See 38 U.S.C. § 511; 38 C.F.R. § 20.1100. As such, the Board does not have jurisdiction over these claims and they are dismissed. A. S.
