REASONS FOR REMAND The Veteran served on active duty in the United States Air Force from January 1988 to May 1990, and additional service in the Air Force Reserves through May 2001. 1. Entitlement to nonservice-connected disability pension benefits is remanded. The Veteran claims entitlement to nonservice-connected pension benefits. He contends that he had activated duty during periods of war and therefore, should be evaluated for nonservice-connected benefits. The Veteran reports that he had 10 years of service in the Air Force Reserves, which included two activated deployments to Turkey. He reports that he had activated deployments around April 1996 and around March 1998. The Veteran contends that the total number of days during these activated deployments satisfies the requisite 90 days of wartime service for nonservice-connected pension purposes. See October 2017 statement in support of the case. Notably, the Veteran’s active duty in the United States Air Force from January 18, 1988 to May 1990 was not during a period of war, and he has not been service-connected for any disability so his periods of active duty for training (ACDUTRA) and inactive duty for training (INACDUTRA) during his Air Force Reserve service does not meet the requirement of at least 90 days of active duty service during wartime for basic eligibility for non-service-connected pension. 38 U.S.C. §§ 101, 1521 (a) (2012); 38 C.F.R. §§ 3.3, 3.6, 3.17, 3.314(b) (2018); Hill v. McDonald, 28 Vet. App. 243 (2016). The claims folder contains records provided by National Personnel Records Center (NPRC) that included the Air Force Reserves Retirement Points Credit Summaries and Points History for years from 1990 to 2000, and these records show the amount of points the Veteran received in a year for “active duty.” However, the points for “active duty” are for active service as defined and ACDUTRA service. The documents do not separate what points are for which type of service. The Veteran’s Air Force Reserve Points Credit Summaries show he had several periods of “active duty” service which account for 151 days total between 1995 and 2000. These dates include: from June 5, 1995 to June 30, 1995 for period of 26 days; from May 10, 1996 to June 17, 1996 for period of 39 days; from March 26, 1998 to April 19, 1998 for period of 25 days; from October 27, 1999 to November 19, 1999 for period of 24 days; from November 22, 1999 to December 3, 1999 for period of 12 days; and from December 6, 1999 to December 30, 1999 for period of 25 days. It is unclear from the available records whether any or all of these days are active duty service as opposed to periods of ACDUTRA. VA is required to seek all relevant records pertaining to the Veteran’s active military service if the Veteran furnishes sufficient information to enable VA to locate them. 38 U.S.C. § 5103A (c)(1) (2012). Here, the record shows that the Veteran was in the Air Force Reserves and a member of 0301 Rescue Squadron from May 1993 to May 1997 and a member of the 920th Maintenance Squadron (ACC) from May 1997 to May 2000. As the records identifies the Veteran’s units that he was assigned to and the dates of his service, the Board finds that the RO should take the necessary steps to verify all periods of active military service for the Veteran, including any periods of active duty service from 1995 to 2000. The matter is REMANDED for the following action: 1. Contact the National Personnel Record Center (NPRC) and/or any other appropriate records repository, and request verification of all periods of military service, including all specific periods of active duty service while member of Air Force Reserves. If additional periods of active military service are found, the RO/AMC should ensure that all available service personnel records have been obtained, K. J.
