ORDER
Entitlement to service connection for a psychiatric disorder prior to March 17, 2017, is granted effective November 1, 2012.
FINDINGS OF FACT
1. There has been an on-going appeal for service connection for a psychiatric disorder.
2. During the appeal, favorable evidence was associated with the file and nothing suggests that there was an actual change in the facts during the appeal period.
3. The Agency of Original Jurisdiction granted service connection for major depressive disorder, severe, with mixed features and unspecified anxiety disorder (major depressive disorder), stating that there was a new claim (instead of an on-going appeal).
CONCLUSION OF LAW
The effective date of the award of service connection for major depressive disorder is governed by facts found and the date of claim, November 1, 2012.
