ORDER
Entitlement to a waiver of overpayment in the amount of $4,829.00 is dismissed.
FINDING OF FACT
On November 1, 2018, prior to the promulgation of the decision in the appeal, the appellant withdrew her claim of entitlement to a waiver of overpayment in the amount of $4,829.00.
CONCLUSION OF LAW
The criteria for withdrawal of an appeal by the appellant have been met.  38 U.S.C. § 7105(b)(2), (d)(5); 38 C.F.R. § 20.204.
REASONS AND BASES FOR FINDING AND CONCLUSION
The Veteran served on active duty from December 1979 to October 1983, with an additional 19 years, 6 days of active service.  The Veteran died in April 2012.  The appellant is the Veteran’s surviving spouse.
This matter comes before the Board of Veterans’ Appeals (Board) on appeal from an October 2014 decision issued by the Committee on Waivers and Compromises (COWAC) sitting in St. Paul, Minnesota. 
1. Entitlement to a waiver of overpayment in the amount of $4829.00
The Board may dismiss any appeal which fails to allege specific error of fact or law in the determination being appealed.  38 U.S.C. § 7105.  An appeal may be withdrawn as to any or all issues involved in the appeal at any time before the Board promulgates a decision.  Withdrawal may be made by the appellant or by his or her authorized representative.  38 C.F.R. § 20.204.  In the present case, the appellant, in a November 1, 2018, correspondence, withdrew appeal for a waiver of overpayment, hence, there remain no allegations of errors of fact or law for appellate consideration.  

 
Accordingly, the Board does not have jurisdiction to review the claim and it is dismissed.
