The appeal for entitlement to service connection for a lung disorder, to include restrictive lung disease (claimed as shortness of breath), is dismissed. The appeal for entitlement to service connection for a skin disorder, to include hidradenitis suppurativa, is dismissed. The appeal for entitlement to service connection for a disability manifested by memory loss (also claimed as neuropsychological symptoms), to include as secondary to service-connected posttraumatic stress disorder (PTSD), is dismissed. FINDING OF FACT Prior to promulgation of a decision, in a November 2018 VA Form 21-438, the Veteran’s representative withdrew the Veteran’s appeal as to all issues currently pending before the Board. CONCLUSION OF LAW The criteria for withdrawal of the appeal for the claims of entitlement service connection for fatigue, a lung disorder, a skin disorder, and memory loss are met. 38 U.S.C. § 7105(b)(2), (d)(5); 38 C.F.R. § 20.204. REASONS AND BASES FOR FINDING AND CONCLUSION In a November 2018 signed statement, the Veteran’s representative indicated that the Veteran wished to withdraw his entire appeal to the Board. 38 C.F.R. § 20.204. Since he has withdrawn the appeal as to the above-listed issues, there remains no allegation of error of fact or law for appellate consideration. Accordingly, the Board does not have jurisdiction to review the appeal regarding his fatigue, lung disorder, skin disorder, and memory loss claims, and those issues are dismissed. 38 U.S.C. § 7105.
