Citation Nr: 18160059 Decision Date: 12/21/18 Archive Date: 12/20/18 DOCKET NO. 16-23 631 DATE: December 21, 2018 REMANDED Entitlement to service connection for bilateral hearing loss disability is remanded. Entitlement to service connection for tinnitus is remanded. REASONS FOR REMAND The Veteran served on active duty from May 1970 to May 1973. This matter is on appeal from a December 2014 rating decision that denied entitlement to service connection for bilateral hearing loss, tinnitus, and a heart condition. While the Veteran submitted a timely notice of disagreement (NOD) as to the three issues adjudicated in the December 2014 rating decision, the Veteran only perfected an appeal as to the hearing loss and tinnitus claims. See May 2016 VA Form 9. Therefore, the issue of entitlement to service connection for a heart condition is not on appeal and will not be discussed herein. 1. Entitlement to service connection for bilateral hearing loss disability is remanded. 2. Entitlement to service connection for tinnitus is remanded. In March 2018, the Veteran submitted a timely request to participate in VA’s test program RAMP, the Rapid Appeals Modernization Program. By doing so, the Veteran requested to withdraw the appeal before the Board and, instead, receive a RAMP decision by the Veterans Benefits Administration (VBA). However, VBA did not process the Veteran’s request before the appeal was transferred to the Board. Accordingly, this case is being remanded so that VA can honor the Veteran’s decision to participate in RAMP. The matter is REMANDED for the following action: Forward this appeal to the VBA, which should place this appeal into RAMP and issue the Veteran a RAMP rating decision. R.
