Citation Nr: 19192582 Decision Date: 12/10/19 Archive Date: 12/10/19 DOCKET NO. 14-42 164 DATE: December 10, 2019 REMANDED A rating in excess of 30 percent for hypothyroidism with exophthalmos.   REASONS FOR REMAND The Veteran served on active duty from December 1981 to August 1986, October 1989 to January 1990, and from February 2003 to April 2004. The case is on appeal from a December 2011 rating decision. In April 2019, the Veteran testified at a Board hearing. A rating in excess of 30 percent for hypothyroidism with exophthalmos. The Veteran maintains that he is entitled to a higher rating for his service-connected hypothyroidism with exophthalmos. At his April 2019 Board videoconference hearing, the Veteran testified that his symptoms have worsened over the last 30 years, including concentration, memory, and vision. His weight and medication dosage have fluctuated throughout the years. VA treatment records also indicate the Veteran visits the doctor often to monitor his medication. Additionally, the Veteran was last afforded a VA examination in May 2014. Under the circumstances, the Board finds that the claim should be remanded for a new VA examination to assess the current nature, extent, and severity of his hypothyroidism. See Snuffer v. Gober, 10 Vet. App. 400, 403 (1997). In light of the remand, updated VA treatment records should be obtained. The Board notes that the rating criteria for evaluating hypothyroidism were amended during the appeal process, effective December 10, 2017. Both the old and new rating criteria should be considered in evaluating the condition. The matters are REMANDED for the following action: 1. Obtain any updated VA treatment records dated since October 2014. 2. Schedule the Veteran for a VA examination by an appropriate medical professional to determine the severity of his hypothyroidism with exophthalmos. 3. When evaluating the condition, consideration should be given to both the old and amended rating criteria, with the amended criteria being considered since the effective date of December 10, 2017.
