REMANDED

Entitlement to service connection for a left shoulder condition is remanded.

Entitlement to service connection for a left knee condition is remanded.

REASONS FOR REMAND

The Veteran served on active duty from April 1969 to January 1972.

The Veteran’s claims for service connection for a left shoulder condition and a left knee condition were both denied in an April 2018 Board decision.  The Veteran appealed that decision to the Court of Appeals for Veteran’s Claims (Court).  In October 2019 the Court vacated the April 2018 Board decision and remanded both issues to the Board for further development.  

Entitlement to service connection for a left shoulder disability and entitlement to service connection for a left knee condition are remanded.

Evidence indicates that there may be outstanding relevant VA treatment records.  In a January 2012 statement, the Veteran reported that he was treated at a VA Medical Center in 1972 and has continued to receive VA treatment for the disability on appeal.  Any VA treatment records are within VA’s constructive possession, and are considered potentially relevant to the issues on appeal.  A remand is required to allow VA to obtain them.

The matters are REMANDED for the following action:

1. Obtain the Veteran’s outstanding VA treatment records for the period from January 1972 to the Present.  The Veteran has reported first seeking treatment in 1972 at the VA medical center in Lake City, Florida. 

2. Readjudicate the Veteran’s claims.
