Citation Nr: A20008553 Decision Date: 05/14/20 Archive Date: 05/14/20 DOCKET NO. 190404-11079 DATE: May 14, 2020 REMANDED Entitlement to additional Vocational Rehabilitation and Employment benefits under the provisions of Chapter 31, Title 38, of the United States Code.   REASONS FOR REMAND The Veteran served on active duty from September 2005 to April 2010. This matter comes before the Board of Veterans’ Appeals (Board) on appeal from a March 2019 determination, which notified the Veteran that his vocational rehabilitation subsistence allowance for training at ECPIU was ending. Entitlement to additional vocational rehabilitation and employment benefits under the provisions of Chapter 31, Title 38, of the United States Code is remanded. The Veteran been receiving benefits through VA’s Vocational Rehabilitation and Employment (VRE). According to a September 2015 notification letter, the VRE service informed the Veteran that he would receive subsistence allowance for participating in training specified in his rehabilitation plan. At present, the Veteran’s VRE folder has not been uploaded into his electronic claims file. Hence, the Board has no way to review it. The RO informed the Board that it has no way to upload the file at this time due to the current coronavirus (COVID-19) pandemic. This is outside of the RO’s control. Regardless, the Board cannot proceed on the appeal without the ability to review the complete file. The Board finds that a remand is necessary to allow the RO the opportunity to upload the VRE paper claims file into the electronic file as soon as it is able to do so.
