REMANDED 

Entitlement to an effective date earlier than July 30, 2008, for the grant of service connection for erectile dysfunction is remanded. 

REASONS FOR REMAND

The Veteran served on active duty in the United States Army from September 1965 to September 1968 and from November 1968 to March 1973.  The Veteran served in the Republic of Vietnam and is a recipient of the Purple Heart.

This matter comes before the Board of Veterans' Appeals (Board) on appeal of a December 2008 rating decision by the Department of Veterans Affairs (VA) Regional Office (RO).

The Veteran testified before the undersigned Veterans Law Judge in October 2013.  

In October 2014, the Board remanded the matter for further development.  The October 2014 Board remand indicated that new evidence regarding the onset of the Veteran's erectile dysfunction had been associated with the record since the March 2011 statement of the case (SOC), the last agency of original jurisdiction (AOJ) action addressing the Veteran's claim.  Supplemental statements of the case (SSOC) issued in January 2021 and August 2021 do not address the Veteran's earlier effective date claim.  Accordingly, the matter is remanded to the AOJ for issuance of a SSOC.  Stegall v. West, 11 Vet. App. 268 (1998). 

The matter is REMANDED for the following action:

Consider the evidence associated with the file since the March 2011 SOC and issue a SSOC with regard to entitlement to an effective date earlier than July 30, 2008, for the grant of service connection for erectile dysfunction.  If any benefit sought remains denied, issue a SSOC.
