REASONS FOR REMAND The Veteran testified before the undersigned Veterans Law Judge in April 2019. A copy of the transcript has been associated with the claims file. In October 2019, the Board denied the claim. The Veteran appealed to the Veterans Claims Court (Court). In a February 2021 Memorandum Decision, the Court vacated the Board's decision and remanded the matter for further development. The matter is REMANDED for the following action: Direct the claims file to a clinician to provide an opinion as to whether tinnitus was at least as likely as not (50 percent or greater probability) incurred in service. The clinician must address the Veteran's statements that he was exposed to noise in service while serving as a canon crew member and that he has had ringing in the ears since service. If the clinician determines that an examination is necessary in order to provide the requested opinion, then one should be scheduled. L.
