REMANDED

Service connection for vertigo.

REASONS FOR REMAND

Additional development is necessary prior to deciding the issue on appeal.  The issue of service connection for vertigo was remanded in a June 2020 Board decision to search for additional records and for new medical opinions.  

While secondary service connection and aggravation were addressed, the clinician did not address whether vertigo started during service, and whether it was as likely as not due to service.  As such, an addendum opinion is needed.  

The matter is REMANDED for the following actions:

1.  Identify and obtain any outstanding VA treatment records and associate them with the claims file.

2.  Refer the claims file to a clinician to answer the following questions:

(a.)  Is it at least as likely as not (a 50 percent or greater probability) that the Veteran's vertigo had its onset in service?

(b.)  Is it at least as likely as not (a 50 percent or greater probability) the Veteran's vertigo was due to service?

The clinician should consider all medical and lay evidence of record, including the Veteran's reports of vertigo since service and the June 2018 VA examiner's notation that the Veteran's vertigo may be associated with ear pathology. 

All opinions must be accompanied by a well-reasoned rationale.  

3. If the clinician determines that an examination is necessary in order to provide the requested opinions, then one should be scheduled.
