ORDER

Entitlement to service connection for pseudofolliculitis is granted.

FINDING OF FACT

The Veteran's current pseudofolliculitis is at least as likely as not the result of a disease or injury incurred in active service.

CONCLUSION OF LAW

The criteria for service connection for pseudofolliculitis have been met.  38 U.S.C. §§ 1110, 5107; 38 C.F.R. §§ 3.102, 3.303, 3.304.

REASONS AND BASES FOR FINDING AND CONCLUSION

This matter comes before the Board of Veterans' Appeals (Board) on appeal from a November 2018 rating decision of a Department of Veterans Affairs (VA) Regional Office (RO).  

The Veteran appeared at a hearing before the undersigned in November 2021.  A transcript of the hearing will be obtained and associated with the claims file at later date.  In light of the full grant of the benefit sought in this appeal, the Veteran's appeal is being adjudicated in accordance with the Board's "One Touch" program.

Service connection will be granted for a disability resulting from disease or injury incurred in or aggravated by active service.  38 U.S.C. § 1110; 38 C.F.R. § 3.303.  Establishing service connection generally requires evidence of (1) a current disability; (2) an in-service incurrence or aggravation of a disease or injury; and (3) a nexus between the claimed in-service disease or injury and the current disability.  Shedden v. Principi, 381 F.3d 1163, 1167 (Fed. Cir. 2004).

Treatment records establish the Veteran has a current diagnosis of pseudofolliculitis.  During the November 2021 hearing before the undersigned, the Veteran credibly and competently testified he was given a shaving profile in basic training for the condition and had the profile the entire time he was in the service.  He further reported he has experienced similar symptoms since his separation from service.  No evidence in the file contradicts these contentions.

The Board deems the Veteran's credible and competent testimony during the November 2021 hearing sufficient to establish both the in-service incurrence and nexus elements of his service connection claim.  The Board finds the Veteran's current pseudofolliculitis is at least as likely as not the result of a disease or injury incurred in active service, warranting service connection the disability and a full grant of the benefit sought on appeal.
