The issue of entitlement to an evaluation in excess of 10 percent for left knee degenerative joint disease and patellofemoral syndrome (left knee disability) is remanded. The issue of entitlement to a compensable evaluation for chronic conjunctivitis and dry eye syndrome is remanded. The issue of entitlement to a compensable evaluation for bilateral hearing loss is remanded. The issue of entitlement to an evaluation in excess of 30 percent for mild asymptomatic C5/6 and C6/7 cervical degenerative disc disease with cervical osteoarthritis (cervical spine disability) is remanded. The issue of entitlement to a compensable evaluation for a left knee scar is remanded. The issue of entitlement to service connection for a right knee scar is remanded. The issue of entitlement to special monthly compensation based on aid and attendance is remanded. REASONS FOR REMAND The Veteran served on active duty from December 1977 to June 1983, from September 1994 to August 1995, from July 2003 to November 2004, and from July 2008 to December 2011. The Board previously remanded the issue for further development in June 2015. The case has now been returned to the Board for appellate review. The Board previously remanded the issue of entitlement to special monthly compensation based on aid and attendance in May 2020 and the rest of the issues in January 2019 for further development. The case has now been returned to the Board for appellate review. A review of the Veteran’s claims file indicates that both October 2020 and November 2020 supplemental statements of the case were mailed to an incorrect address of the Veteran’s private attorney, and such were returned to VA in November 2020 and December 2020 respectively. As a matter of due process, the appellant and his private attorney must be afforded an opportunity to review the supplemental statements of the case prior to readjudication. And after giving the Veteran and his representative an opportunity to submit additional evidence and/or argument in response, return the file to the Board for further appellate consideration of the claims.
