The appeal for entitlement to service connection for a right shoulder disability is remanded. The appeal for entitlement to service connection for ganglion cysts of both wrists is remanded. The appeal for entitlement to service connection for a left wrist disability is remanded. REASONS FOR REMAND The Veteran served in the Army Reserves for many years, with active duty from October 1977 to February 1978 and from November 1990 to June 1991, in addition to multiple periods of active and inactive duty for training. This matter comes before the Board of Veterans’ Appeals (Board) from an August 2010 Agency of Original Jurisdiction (AOJ) decision. In April 2018 the Board remanded for further evidentiary development. Such development having been accomplished; the appeal has been returned to the Board for further appellate review. Unfortunately, another remand is required as evidentiary development requested by the remand revealed additional sources of information which may be relevant and helpful to the Veteran’s case. According to medical records obtained pursuant to the Board’s remand, in addition to medical care from the VA and from the Veteran’s primary care physician, records of which have been obtained for his VA claims file, the Veteran also receives orthopedic and neurological medical care from Dr. Don Smith and Dr. Wells. His ganglion cysts were treated by Dr. Charles Ruis in the 1990s. Records reflecting this treatment are not available for review. Thus, prior to further review of the Veteran’s appeal, the AOJ should work with the Veteran and his attorney to obtain these records to fully-develop the Veteran’s claims. As the appeal is being remanded, the Veteran’s VA treatment records should be updated for the file as well. The matters are REMANDED for the following action: 1. Ask the Veteran to complete a VA Form 21-4142 for Drs. Smith, Wells, and Ruis. Make two requests for the authorized records unless it is clear after the first request that a second request would be futile. 2. Obtain the Veteran’s VA treatment records for the period from August 2020 to the Present for inclusion in his claims file. 3. After receiving the requested records, the AOJ should review them to determine whether they reference additional outstanding medical evidence, and to Continued on next page determine whether their contents indicate further development, such as obtaining updated medical nexus opinions, may be warranted.
