REASONS FOR REMAND The Veteran served on active duty from April 1980 to April 1982. In December 2018, a videoconference hearing was held before the undersigned. A transcript of the hearing is associated with the Veteran’s claims file. In May 2019, the Board remanded the current claim for additional development. During the pendency of the appeal, in a July 2020 rating decision, the Agency of Original Jurisdiction (AOJ) granted service connection for bilateral pes planus. This grant of service connection constitutes a full award of the benefit sought on appeal with respect to that issue. See Grantham v. Brown, 114 F.3d 1156, 1158 (Fed. Cir. 1997). Accordingly, that matter is no longer in appellate status. Entitlement to a compensable rating for penile papules is remanded. In the May 2019 remand, the Board requested that the Agency of Original Jurisdiction (AOJ) obtain a VA examination from an appropriate examiner and specifically advised that the examiner must identify whether the Veteran’s skin condition was painful and/or unstable. In an attempt to comply with the Board’s May 2019 remand directives, the AOJ procured a January 2020 VA skin disease examination. The examiner, however, did not indicate whether the Veteran’s skin condition was painful and/or unstable. As such, the VA examiner did not comply with the Board's remand directives as indicated above and remand is warranted for a new VA examination consistent with the directives herein. See Stegall v. West, 11 Vet. App. 268, 271 (1998). The matter is REMANDED for the following action: Schedule the Veteran for a VA examination with an appropriate examiner to determine the current severity of his penile papules. The examiner must review pertinent documents in the Veteran’s claims file in conjunction with the examination. All indicated studies should be completed. All findings must be fully reported. The examiner MUST determine the level of disfigurement due to this skin condition and MUST identify the location, size, and whether such skin condition is painful and/or unstable. Also, comment on the resulting functional impact of such skin condition. A.
