Citation Nr: 21025191 Decision Date: 04/27/21 Archive Date: 04/27/21 DOCKET NO. 19-25 972 DATE: April 27, 2021 REMANDED Entitlement to service connection for sinusitis/allergic rhinitis is remanded. REASONS FOR REMAND The Veteran served on active duty from October 1951 to October 1954 with additional Reserve service. This matter comes before the Board of Veterans’ Appeals (Board) on appeal from August 2018 and December 2018 rating decisions issued by a Department of Veterans Affairs (VA) Regional Office (RO). In July 2020, the Board issued a decision remanding to the RO for further development. The RO issued a supplemental statement of the case in January 2021 and the matter now returns to the Board for further consideration. The Veteran testified before the undersigned at a Central Office hearing held at the Board’s offices in Washington, DC in February 2020. A transcript of the hearing is of record. This appeal has been advanced on the Board’s docket pursuant to 38 C.F.R. § 20.900(c). 38 U.S.C. § 7107(a)(2).   Entitlement to service connection for sinusitis/allergic rhinitis is remanded. Following the July 2020 Board remand, the Veteran underwent a VA examination in December 2020. However, following that VA examination, additional private treatment records were submitted and added to the claims file. The facts documented within these additional treatment records may impact the December 2020 opinion obtained, as they show earlier treatment for symptoms than previously known. Thus, an addendum opinion from the VA examiner is warranted. The matters are REMANDED for the following action: 1. Refer the Veteran’s file to the previous examiner for an addendum opinion to the December 2020 VA examination. The examiner should consider the private treatment records that were added to the claims file in March 2021. If that examiner is not available, refer the Veteran’s file to another appropriate examiner. The examiner should provide an opinion with supporting explanation as to the following: Does the Veteran have chronic sinusitis and/or allergic rhinitis that had its onset subsequent to the right submucosal resection that was performed in July 1952 during his period of service from October 1951 to October 1954? A full rationale must be provided for all medical opinions given. A. P. SIMPSON Veterans Law Judge Board of Veterans’ Appeals Attorney for the Board K. Patton The Board’s decision in this case is binding only with respect to the instant matter decided. This decision is not precedential and does not establish VA policies or interpretations of general applicability. 38 C.F.R. § 20.1303.
