Entitlement to service connection for a right knee disability, including Baker’s cyst, is remanded. REASONS FOR REMAND The Veteran served from September 1995 to September 1998. The Veteran had additional service in the Army National Guard. The case is before the Board of Veterans’ Appeals (Board) on an appeal from a June 2014 rating decision of the Department of Veterans Affairs (VA) Regional Office (RO) decision. Most recently, in January 2020, the Board remanded this case for further development. Testicular Cancer The Veteran asserts that his testicular cancer is due to exposure to jet fuel (JP8 or JP-8) and other petroleum products while supervising a petroleum section of a field artillery unit. In January 2020, the Board remanded this case for a VA examination by an appropriate medical professional to determine the nature and etiology of the Veteran’s testicular cancer. The remand instructed the examiner to include a discussion of the Veteran’s contention that the cancer is associated with exposure to jet fuel and other petroleum products during service. While the February 2020 VA examiner commented on JP-4 jet fuel, the examiner did not comment on JP-8 or other fuels that could have served as a proxy for JP-8 jet fuel. Although the Board sincerely regrets the delay to the Veteran due to an additional remand, such is warranted to obtain an addendum opinion from the VA examiner. Right Knee Disability On VA examination in February 2020 a VA examiner stated that he was unable to diagnose a right knee disability because there were no findings, signs and or symptoms to support a diagnosis. That is contradicted by the medical record that shows the Veteran has been diagnosed with a Baker’s cyst and reports current right knee pain with functional impairment. A further medical opinion accounting for any right knee disability present during the course of the appeal and responding to the inquiries posed in the underlying Board remand, must be obtained. The matters are REMANDED for the following action: 1. Return the claims file to the February 2020 VA examiner to obtain an addendum as to the etiology of the Veteran’s testicular cancer. Specifically, the examiner must opine whether it is at least as likely as not (50 percent or greater probability) that exposure to JP-8 or other fuels that could have served as a proxy for JP-8 jet fuel in service caused or contributed to the development of the Veteran’s testicular cancer. The rationale for the opinion must be provided. If the February 2020 VA examiner is unavailable, the opinion should be provided by another qualified physician following review of the claims file. 2. Schedule the Veteran for a VA examination, with a different examiner than the individual who conducted the February 2020 VA examination, to determine the nature and the etiology of his right knee disability. The claims file should be provided to the examiner for review. All indicated tests and studies should be conducted and all findings reported in detail. The examiner should note the 2.5 centimeter cyst documented in May 2012, and the Veteran’s reported pain and functional impairment of the right knee. The examiner must provide an opinion as to whether it is at least as likely as not (50 percent or greater probability) that the diagnosed right knee disability had its onset during or is otherwise related to service. The examiner should address the Veteran’s contention that his right knee disability is due to marching and pounding during service. The rationale for the opinion must be provided. JOHN Z.
