REASONS FOR REMAND The Veteran served on active duty from January 17, 2007, to August 15, 2010. This matter comes before the Board of Veterans' Appeals (Board) on appeal from a March 2016 rating decision of the Department of Veterans Affairs (VA) Regional Office (RO). In November 2021, the Veteran testified at a Board hearing before the undersigned Veterans Law Judge. A transcript of the hearing has been associated with the claims file. Entitlement to service connection for central serous chorioretinopathy secondary to Crohn's disease with resection is remanded. The Veteran contends that his eye condition is central serous chorioretinopathy caused by steroid treatment for service-connected Crohn's disease. The Veteran contends that the VA examiner misdiagnosed his eye condition because the examiner was an optomatrist, not an opthamlogoist. The Veteran has additionally submitted medical literature showing a link between steroid use and central serous chorioretinopathy. The Board finds that the March 2016 VA examiner's opinion is inadequate because it did not consider the medical literature submitted by the Veteran regarding a link between central serous chorioretinopathy and steroid use. Barr v. Nicholson, 21 Vet. App. 303 (2007) (holding that once VA undertakes an examination, it must provide an adequate one). It is also unclear from the examination whether the Veteran has central serous chorioretinopathy or another eye condition. Thus, remand is required for a new examination. The matters are REMANDED for the following action: 1. Schedule the Veteran for a VA examination for his claimed eye condition, preferably with an ophthalmologist. The examiner must review the claims file including the Veteran's lay statements and the medical literature submitted by the Veteran in November 2021. If a diagnosis cannot be provided but the Veteran's condition manifests in symptoms that cause functional impairment, then the examiner should consider them a "disability" for the purpose of providing the requested opinion(s) below. The examiner is asked to provide a response to the following: Is the eye condition at least as likely as not proximately due to treatment with steroids for the Veteran's service-connected Crohn's disease? Is the eye condition at least as likely as not aggravated, i.e., worsened beyond its natural progression, by treatment with steroids for service-connected Crohn's disease? L. M.
