REMANDED

Entitlement to service connection for asthma is remanded.

REASONS FOR REMAND

According to the appellant, he was a member of the Virginia Army National Guard from May 1980 to May 1986, with an initial period of active duty for training (IADT) from May to September 1980.

This matter comes to the Board of Veterans' Appeals (Board) on appeal from a June 2015 rating decision issued by a Department of Veterans Affairs (VA) Regional Office (RO). 

In January 2019, the Board remanded the claim for further development, to include obtaining the Veteran's records from the Virginia Adjutant General's office. Although the RO sent letters to the Adjutant General of the Virginia Army National Guard, further development is needed as the RO should request records from the records custodian. 

 

The matter is REMANDED for the following action:

Request a complete copy of the Veteran's service treatment and personnel records from the National Guard Records Custodian:

Efforts to obtain the evidence should be fully documented. If any of the records sought are not available, the record should be annotated to reflect that fact, and the Veteran should be notified.
