The issue of a disability rating greater than 20 percent for the residuals of a fractured right thumb is remanded. The matters are REMANDED for the following action: 1. BACKGROUND FOR THE DECISION REVIEW OPERATIONS CENTER (DROC) ADJUDICATOR A remand is necessary for VA to fulfill its duty to assist the Veteran. The Veteran's service treatment records contain entries dated from November 1981 through May 1982 that he was medically treated for various symptoms at Camp Lejeune, North Carolina. His assignment to that installation is therefore verified. The Veteran's records show he has been in receipt of Social Security Disability since March 1996; however, records associated with the decision to award and continue those benefits have not been sought. The DROC must take necessary actions to obtain the Veteran's records from the Social Security Administration. As to the claim for a disability of the bladder, the Veteran's VA treatment records indicated he had a cystoscopy performed at a private urologist in December 2020, with results expected January 2021. Attempts to obtain these records have not been made. The remand directives follow. 2. Obtain the Veteran's federal records from the Social Security Administration related to finding the Veteran eligible for disability benefits in March 1996, along with any updated evaluations performed since that time. Document all requests for information as well as all responses in the claims file. 3. Ask the Veteran to complete a VA Form 21-4142 for the private urologist that performed a cystoscopy of the bladder in December 2020. Make two requests for the authorized records unless it is clear after the first request that a second request would be futile. 4. Schedule any necessary VA medical examinations. 5. Readjudicate the Veteran's claims. Vito A. Clementi Veterans Law Judge Board of Veterans' Appeals Attorney for the Board S. Reed, Counsel The Board's decision is only binding on this case. This action is not precedential and does not establish VA policies or interpretations of general applicability. 38 C.F.R. § 20.1303.
