2012 Employee Safety Perception Re-Survey - The 2012 Employee Safety Perception Re-Survey, administered by the National Safety Council during October 8-November 2, 2012, showed that VA employees are more positive about the employee safety program, indicating substantial employee safety improvement since the 2010 baseline survey.  VA overall scored 10 percentile points higher compared to the 2010 score.  The magnitude of this improvement suggests that much effort was given to safety action planning and execution of action plans within VA.

Each VA Administration (VHA, VBA, and NCA) and entities (VCS, OI&T, and VACO) showed similar improvement within their respective organizations.  The full, detailed employee safety perception survey results reports will be delivered in February 2013.  In order to continue on our journey to employee safety excellence, action planning across entities based on the 2012 re-survey results should commence soon after receiving the full results reports.

The Safety Perception Re-Survey Results Summary Presentations are attached and are as follows:

Controlled Access to VA Learning University's (VALU) Talent Management System (TMS) for Non-VA Employees - To support the Department of Veterans Affairs' efforts for a safe and healthful environment, occupational safety and health training is now available for Veterans Compensated Work Therapy (CWT), Veteran Individual Work Therapy (IWT), volunteers, and contractors whom perform the same duties and assignments as VA employees.

The occupational safety and health training will be available for Veterans (CWT, IWT), volunteers, and contractors through VALU's TMS.  Administrations and staff offices participating in this program will assign a point of contact who will be responsible for identifying the required specific training and will provide the names of individuals (CWT, IWT, volunteers, and contractors) participating in their programs to the VALU TMS Coordinator.

To find out more regarding this, please see the signed 'Controlled Access to VALU's TMS for Non-VA Employees' memo dated October 19, 2012.

Recent Changes to the POWER Initiative - On July 19, 2010, the President established a new Initiative, Protecting Our Workers and Ensuring Reemployment (POWER), which was aimed at federal agencies to meet goals to improve workplace safety and the health of federal employees, while also reducing the personal pain and financial costs that often result from on-the-job accidents.  For each of the measurable goals, the government-wide performance exceeded the targets set for FY 2011.

To continue to improve workplace safety and to lessen injury severity and increase return to work rates, changes are being implemented to the POWER Initiative for its final two years.  Three of the 7 goals will be measured from a new baseline and a new goal is being created.

To see the new changes being implemented to the POWER Initiative, please see the October 15, 2012, memorandum from the Secretary of Labor

On July 19, 2010, a memorandum for the Heads of Executive Departments and Agencies was distributed by President Barack Obama regarding the new Presidential POWER Initiative: Protecting Our Workers and Ensuring Reemployment

This is a 4-year Initiative that will cover fiscal years 2011 through 2014 and replaces SHARE.  To find out more information regarding this Initiative and other pertinent White House correspondence, you can access this link at: http://www.whitehouse.gov/the-press-office/presidential-memorandum-presidential-power-initiative-protecting-our-workers-and-en
