Scott R. Isaacks' Extraordinary Leadership Transforms Veterans Healthcare

In a remarkable display of dedication and leadership, Mr. Scott R. Isaacks, the director and CEO of the Ralph H. Johnson VA Health Care System, has been honored with the 2023 Presidential Rank Award (PRA).

The PRAs, administered by the U.S. Office of Personnel Management, celebrate the exceptional leadership and commitment of federal employees who have made extraordinary contributions to the American public. 

This year, the President recognized 232 winners across 31 federal agencies. Mr. Isaacks' selection for the Meritorious Rank places him among an elite group of only seven Department of Veterans Affairs recipients, a testament to his unwavering commitment and service to our Nation's Veterans.

"I am deeply honored to be recognized with this prestigious award," said Mr. Isaacks. "It is a testament to the dedication and hard work of our entire team at the Ralph H. Johnson VA Health Care System, who are committed to providing our Nation’s Veterans with the highest quality care."

Jeff Zients, White House Chief of Staff, commended the awardees for their roles as unsung heroes in improving the lives of American families. OPM Director Kiran Ahuja praised the winners for exemplifying the highest standards of public service, adding that the awardees have made the nation safer and more prosperous through their efforts.

As one of the esteemed recipients of the Meritorious Rank Award, Mr. Isaacks is recognized for sustained accomplishment in service to the country. This distinction is conferred upon no more than five percent of the Senior Executive Service or Senior-Level/Scientific and Professional corps, highlighting the exceptional nature of Mr. Isaacks' contributions.

With a career spanning 28 years in the Veterans Health Administration, Mr. Isaacks has left an indelible mark on the healthcare industry. As the Director/CEO of the Ralph H. Johnson VA HCS, he oversees the care of 85,000 Veterans, manages an annual budget of nearly $1 billion, and leads a team of 4,000 healthcare staff across seven sites in South Carolina and Georgia. His previous role as Interim Network 7 (V7) Director saw him effectively leading eight hospitals and 60 clinics, serving 1.2 million Veterans with an annual budget of $4.2 billion and a staff of 22,000.

Under Mr. Isaacks' leadership since 2014, the Ralph H. Johnson VA HCS has undergone a remarkable transformation, expanding staff from 2,000 to 4,000, increasing the budget from $376 million to nearly $1 billion, and achieving a 5-Star rating in the Strategic Analytics for Improvement and Learning Value model. His "Engage in Excellence" program has led to Ralph H. Johnson VA HCS Employee Survey scores exceeding the national VA average and high patient satisfaction ratings.

The Presidential Rank Award is a testament to Mr. Isaacks' unwavering dedication to serving the nation's Veterans and his extraordinary leadership in the field of healthcare. His innovative strategies, commitment to high reliability principles, and focus on staff engagement and patient satisfaction have transformed the Ralph H. Johnson VA Health Care System into a national leader in quality care and research.
