Program Services

Explore three inter-related concepts that underlie programs that assist people who are homeless or at-risk of homelessness.

Through the SSVF Program, VA aims to improve very low-income Veteran families’ housing stability. The first core concept is that SSVF programs utilize a Housing First approach. The essential idea of Housing First is that people’s need for housing is a basic need that should be met as quickly as possible, without any preconditions. To meet this goal, grantees (private non-profit organizations and consumer cooperatives) provide eligible Veteran families with outreach, case management, and assistance in obtaining VA and other benefits.

  • Landlords and Housing Navigation

In addition, grantees also provide time-limited payments to third parties (e.g., landlords, utility companies, moving companies, and licensed child care providers) if these payments help Veterans’ families stay in or acquire permanent housing on a sustainable basis. Visit Supportive Services.

In response to the needs of Veterans seeking services, the SSVF Program Office is strives to develop new ways to strengthen services. SSVF Specialized Services go beyond the basics and enhance the supportive services SSVF grantees are providing. Often, Specialized Services are developed to address unmet needs that have been identified by grantees or respond to an immediate crisis. Visit Specialized Services.

The SSVF Program Office is continually seeking ways to enhance and improve services and service delivery. SSVF Initiatives are the most recent innovations our program has identified. Initiatives are a new approach to our work, a shift in the way we practice, or skills that we want to highlight and enhance.
