Dr. Silver joined the Department of Veterans Affairs in 2009 as a Primary Care Physician at the Baltimore VA Medical Center.

In 2017, he transferred to VHI and was selected as Chief, Primary Care in 2018. Prior to his VA appointment, he was a Primary Care Physician at the Baltimore Medical System, until becoming a Medical Director of Highlandstown Health Center in 2004.  Dr. Silver then served as Chief Medical Officer of Baltimore Medical System for two years. A Philadelphia native, Dr. Silver earned a Bachelor of Art degree in chemistry at Lehigh University.  In 1988, he earned his Doctorate of Osteopathy at Philadelphia College of Osteopathic Medicine.  Dr. Silver finished his residency in Internal Medicine at Presbyterian Hospital, Philadelphia in 1992.  

Dr. Silver’s many accomplishments include the implementation of Open Access and Net Promotor Score survey as well as the development of customer service training. He also served as Chief Medical Officer of the largest Federally Qualified Health Center in Maryland.
