Public Hearing Notice: Milwaukee Enhanced-Use Lease

Milwaukee , WI — Notice: The Department of Veterans Affairs (VA), in accordance with 38 U.S.C. Sec 8161, et seq., provides notice of a public hearing to present VA’s proposal and receive views on an Enhanced-Use Lease (EUL) project.

The developer would renovate, operate, and maintain the existing Chapel, Ward Memorial Hall and Governor’s Mansion on the Milwaukee VA campus.

Hearing Date and Time:  Tuesday, February 13, 2024; 1:00 PM

Hearing Location:  Clement J. Zablocki VA Medical Center, Matousek Auditorium, 5000 West National Avenue, Milwaukee, 53295, and on Microsoft Teams.

Identification of Property to be Leased: Building 12 (Chapel), Building 41 (Ward Memorial Hall/Theater) and Governor’s Mansion.

Description of the Proposed use of the Property:   Future Chapel uses may include but not be limited to worship / spiritual space, religious education space, conference / training space, mental health resource / session space, meetings, small lectures, corporate gatherings, banquets, weddings, funerals, historic tours, counseling and associated storage spaces.

Future Ward Memorial Hall/Theater uses may include but not be limited to space for various community theater and musical groups, conferences and lectures for doctors’ and nurses’ groups, and other programming spaces.

Future Governor’s Mansion uses may include but not be limited to offices for Center for Veterans Issues, to include space for their VA Supportive Services for Veteran Families Program and their Department of Labor funded Homeless Veterans Reintegration Program, technological and job training and placement center, and offices for property management. 

Description of the Proposed Lease:   Using VA’s Enhanced-Use Leasing authority under 38 U.S.C. §§ 8161-8169, VA plans to lease the site to a selected lessee for a term of up to 99 years. The lessee will be required to finance, design, develop, construct, equip, furnish, operate, and maintain property to include directly and indirectly benefits Veterans at no cost to VA, and in accordance with applicable Federal, State, and local requirements. This proposed EUL will not incur additional operational costs to Milwaukee VA Medical Center, resulting in a cost-effective use of VA capital assets. 

This proposed use of the property would result in a demonstrable improvement of services to eligible Veterans in the geographic service-delivery area within which the property is located.

At the end of the EUL term, the underlying leasehold interest and all related improvements will revert to VA.
