Andrew Freeman was appointment acting Assistant Director on August 8th 2023.
His responsibilities include executive oversight for Future Operations, Strategic Plans and Joint Ventures. In addition, Veteran and Employee Experience, Center for Development & Civic Engagement, Police, Safety Industrial Hygiene, Green Environmental Management, and Emergency Management. Prior to this assignment, Mr. Freeman served as Chief of Health Administration Service (HAS) at VAPIHCS since July 2016. In the position, he was responsible for the management and consultation for Member Services, Call Center, Veterans Transportation Program, Health Information Management, and Compensation & Pension throughout the facility and the CBOC’s. During his tenure at VAPIHCS he has held assignments as Acting Associate Director from November 2017 through March of 2018. He then was Acting Human Resources Officer from April 2018 through August 2018. Before coming to Hawaii, he was the Chief of HAS at Central Alabama VA in Tuskegee, AL. He also served in several leadership positions at the Phoenix VA: Acting HAS Chief, Deputy Chief, Program Manager for Compensation & Pension and Administrative Officer. His VA career started in the mail room with Fee Basis in 2006. Mr. Freeman is a retiree from the US Army and led units in combat arms as well as administration and logistics. While in the Army he completed several military leadership courses in budget and fiscal management, personnel management, public relations, and planning.
