Who We Are

VA’s Section 508 Program Office falls under the Office of Information & Technology. Jacqueline Washington is the Program Director. Other members of the Section 508 team include: Patrick Sheehan, Agency Coordinator; Terri Bean, Test Manager; Robert Volck, Facility Manager; and five contractors. We are located in Room C10A of VA Central Office.

The Section 508 team is divided into three functional areas: Facility Management, Test Management and Section 508 Coordination.

Our Mission

Our mission is for the Department of Veterans Affairs to be recognized as a leader in providing equal access and use of VA products and services and to continuously benchmark the quality and delivery of services by using the best available testing methodologies and tools. We provide accessible services, conformance testing solutions, and innovative strategies in implementing the goals and objectives of the Section 508 legislation, while helping to increase awareness of accessibility issues and programs for internal and external VA stakeholders.

What We Do

  • Participate in industry forums as well as state and local Government meetings to raise awareness of accessibility issues and programs
  • Provide world-class access systems and PC-based applications training services in the DC area to employees and veterans with disabilities
  • Provide expertise to Federal Program/Project Managers in implementing Section 508 and E-Gov initiatives
  • Manage and operate the facility to provide needed services, testing solutions and strategies in implementing Section 508
  • Serve as the key liaison for VA’s Chief Information Officer and make policy recommendations Department wide to implement Section 508
  • Review Business Cases (Exhibit 300’s and 53’s) to ensure Section 508
  • Test and validate the use of EIT (Electronic Information Technology) products that are tracked in the VA ’s IT acquisition process
  • Disseminate VA Section 508 policies and procedures (6221 Accessible Electronic and Information Technology, Handbook/Directive)
  • Provide outreach services to support the Secretary’s goals in the employment and advancement of people with disabilities
