The Office of Employment Discrimination Complaint Adjudication is an independent adjudication unit created by Public Law 105-114 (November 10, 1997). Located in the Office of the Secretary, OEDCA's function is to issue the Department's final agency decision on complaints of employment discrimination filed against the Department. The Director, whose decisions are not subject to appeal by the Department, reports directly to the Secretary of Veterans Affairs.
