Ms. Krystal M. Toles was appointed the VHA Deputy Chief of Staff on April 9, 2023.  In this role, she oversees a variety of internal administration, communication, and operations for VHA. Previously, Ms. Toles served as the Acting VHA Deputy Chief of Staff.

Before this role, Ms. Toles served as the Acting Executive Officer to the Under Secretary for Health (USH) where she provided personal consultation and advice to the USH and led the operations of the Office of the USH. Prior to that, she served as Executive Assistant to the Chief of Staff (COS). In that capacity, she oversaw the management and administrative functions of the Office of the COS. Prior to her role in the Office of the COS, Ms. Toles was a Communication Specialist in the Office of Communications where she coordinated and developed messaging as well as created communication products and strategies to enhance public understanding of VHA services.  She also served as a Congressional Relations Officer in the Office of Congressional and Legislative Affairs and as the Acting Congressional Liaison to the Executive in Charge for VHA, providing strategic congressional guidance and counsel to senior VHA leadership.

In May 2017, Ms. Toles became the Deputy Director in VHA’s Office of Congressional and Legislative Affairs and was responsible for the administrative and operational support of all items related to the office. In that role, she also provided advice and recommendations to VHA subject matter experts on congressional and legislative matters. Before joining VA, she served as the Executive Assistant to the Director and the Chief of Staff at the Federal Protective Service, a component within the Department of Homeland Security.

Krystal received her Bachelor of Arts degree in Communication from the University of Southern California and her Master of Arts degree in Journalism with an emphasis in News Media Analysis from American University. She is originally from Washington, D.C. and currently lives in La Plata, MD with her husband and four children.
