Homeless Veterans
VISN 5 offers diverse services specifically designed to assist homeless veterans in their goal of successful community reintegration. Veteran-specific goals address objectives that promote self-sufficiency and independence. Working together, the VISN 5 homeless programs provide a diverse, creative and seamless continuum of services for veterans.
Programs are located at the VA Medical Centers in Washington DC, Perry Point and Baltimore, MD, and Martinsburg, WV. Service provisions include Healthcare for Homeless Veterans (HCHV), Domiciliary Residential Rehabilitation Treatment Program (DRRTP), and Grant & Per Diem (GPD). Other services include:
- Aggressive outreach to those veterans living on streets and in shelters who otherwise would not seek assistance
- Clinical assessment and referral to needed medical treatment for physical and psychiatric disorders, including substance abuse
- Long-term sheltered transitional assistance, case management, and rehabilitation
- Employment assistance and linkage with available income supports
- Supported permanent housing
As part of the continuum of care being offered, the Homeless programs work collaboratively with Veterans Industries. Programs are monitored by the Northeast Program Evaluation Center (NEPEC) at VAMC West Haven, CT.
VISN 5 Homeless programs are active participants in activities to promote homeless veteran issues including Project CHALENG and local StandDowns. Nationwide, more than 10,000 representatives from non-VA organizations have participated in Project CHALENG initiatives, which include holding conferences at VA medical centers to raise awareness of the needs of homeless veterans, creating new partnerships in the fight against homelessness, and developing new strategies for future actions.
