Executive Director, Logistics

Spencer Roberts was selected on February 26, 2023, as the Executive Director, Logistics, following his tenure with the United States Navy as Director, Medical Logistics Programs and Policy for the Bureau of Medicine and Surgery (BUMED) in Falls Church, VA.

As Executive Director, Logistics, Mr. Roberts oversees operations that provide a full range of supply chain management services to all customers of the VA as well as other agencies. Espousing our VHA standards and values, Mr. Roberts drives the purchasing of high-quality, cost-effective healthcare products and services by working with procurement partners to standardize healthcare supplies, equipment, and services through aggressive contracting, and by monitoring logistics data.

With his more than 30 years’ experience in both public and private Medical Supply Chain, Mr. Roberts is committed to providing highly skilled analysis and exemplary customer-focused leadership encompassing a wide range of large-scale business and technology-enabled transformation, improvement, and redesign projects.

As Director, Logistics Policy and Programs for the Navy (Bureau of Medicine and Surgery), he was the key advisor to the Director, Deputy Chief of Fleet Support and Logistics, Navy Surgeon General, and other Navy and Department of Defense (DoD) agencies on all aspects of Naval Medical Logistics. Mr. Roberts was recognized for his efforts with a Navy Meritorious Civilian Service Award for leading Navy Medical supply chain during the most recent COVID-19 pandemic. Major efforts during his time with the Navy included transitioning efforts from Navy Medicine to the Defense Health Agency (DHA), successfully transferring over $1.2B – 200,000 pieces of property - to DHA including all relevant financial transactions by the end of FY22. Previously, Mr. Roberts serving as VHA’s Director of the Commodities Program Office.

Mr. Roberts is a member of the Association for Healthcare Resource and Material Management (AHRMM) and is a certified Project Management Professional (PMP) from Project Management Institute (PMI). He received his Bachelor of Science, Accounting and Information Systems from the University of Maryland, University College, Adelphi, MD in 1994.
