Procurement Policy and Warrant Management Service

The Procurement Policy and Warrant Management Service (PPS) is responsible for all Procurement Policy matters at the Department of Veterans Affairs (VA). PPS executes that policy through the timely update of the VA Acquisition Regulation (VAAR) and the issuance of guidance and information. PPS is also charged with monitoring the overall health of the VA Warrant Management Program.

Mission:  Enable VA acquisition professionals to deliver services, supplies and equipment that meets the needs of business owners and Veterans through innovative policy, guidance and oversight.

Vision:  To be the “trusted partner” of the Department and business community for acquisition policy and guidance.

Warrant Management

Mission:  Monitor the overall health of VA’s Warrant Management Program and ensure all warrants are issued to individuals who meet the Federal requirements for training and certification.

Vision:  Establish a warrant management program that is regarded as best in class for civilian Departments within the Federal government.

Our Services
  • Procurement Policy Responsible for procurement policy matters at VA, including the VA Acquisition Regulation.
  • Monitors the Warrant Management Program by conducting periodic reviews of contracting officer appointment documents to ensure compliance with the Federal Acquisition Regulation (FAR) and VA Acquisition Regulation (VAAR), the VA Acquisition Manual (VAAM), and other policy requirements.
  • Maintains the automated Warrant Management System for warrant issuance and provide configuration settings for agency and bureau level user accounts.
  • Provides training to new bureau managers, as required.
  • Collaborates with Heads of Contracting Activites and provides a quarterly report of the number of warrants by organization and warrant levels to the Senior Procurement Executive.
