Dr. Elizabeth “Liz” James is the Deputy Chief Learning Officer for Operations for the US Department of Veterans Affairs, Veterans Health Administration (VHA), in Washington, DC, where she oversees the Employee Education System (EES). EES is responsible for providing the right learning, anytime, anywhere, to more than 300,000 VHA employees in the areas of clinical care, health care operations, and administration.

Dr. James is a passionate advocate for creating the highest quality learner-centric product that integrates the latest technologies, while maintaining high customer service, measurable learner benefit, and maximum efficiency. She engages the leadership of all major VA and VHA offices to ensure departmental goals and objectives surrounding education are met, and to leverage collaborative solutions to increase productivity and reduce waste and redundancy. Integrating instructional theories and research in the design and development of learning products, followed by evaluation using SAIL and HEDIS measurements, Dr. James is committed to bringing high-quality, validated training products to VHA.

Prior to joining VHA, Dr. James served as an Associate Professor of Toxicology and Executive Director at Tulane University School of Public Health and Tropical Medicine in Distance Learning and Admissions. In that capacity, she led the distance learning program to be ranked first in its category. She also led the successful effort for creation of “highly interactive” multimodal and blended online learning courses, and developed the metrics to demonstrate success. Co-founding a successful educational gaming company “Games4Growth”, she created numerous multimodal learning interactions, virtual games and other tools for physicians and dentists.
