Medical Surgical Prime Vendor (MSPV) Program

 

Medical Surgical Prime Vendor (MSPV) is a collection of contract vehicles that enable the Department of Veterans Affairs (VA) to streamline supply chain management for an array of Medical, Surgical, Dental, Lab, and Environmental Management Supplies (EMS). The program achieves long term savings for VA (including VA Medical Centers (VAMCs), Other Government Agencies, etc.) by combining a “just in time” logistics approach with strategic sourcing and volume buying for Med-Surg supply needs. Forecasting, ordering and order status are accessible through contractually required supply chain management interfaces from the Prime Vendors. Based on usage data provided on a routine basis by the VAMCs, Prime Vendors are able to stock core items, which expedite the ordering, shipping and receipt process. In accordance with VHA Directive 1761, dated December 30, 2020, valid through recertification date of December 31, 2025, use of the program is mandatory for all VAMCs.

This Product List does not contain pricing in order to protect contract holder pricing information. MSPV Product List Change Requests

The Medical Supply Program Office (MSPO) will accept MSPV change requests if there is outdated and/or incorrect product information on the MSPV Product List. For information on how to request specific changes to the MSPV Product List, please see below:

OEM Revision Request Form: To make a changes request related to product OEM information, please contact the assigned VHA Procurement Contracting Officer for your BPA. Please do not provide discontinued item replacements using this request form. Contact your Contracting Officer directly should you have products requiring direct replacement.

Commercial Blanket Purchase Agreement (BPA) Maintenance: In order to make a change request related to price, unit of measure, or other salient characteristics, please request a BPA Maintenance Request form from the Contracting Officer who manages your current BPA. For information on how this template should be used, please see the Instruction Guide (dated November 11, 2022).

AbilityOne Blanket Ordering Agreements (BOA) maintenance: To the greatest extent possible; solicitations for the VA MSPV Program will be solicited competitive award using the Governmentwide point of entry as defined by Federal Acquisition Regulation 2.1. All supplies awarded for delivery though VA MSPV are done so using Clinically Driven Strategic Sourcing (CDSS). See VA MSPV Product List Frequently Asked Questions for additional information.

MSPV inclusion threshold: For an item to be included on the VA MSPV program, that item must reach one of these qualifying thresholds—

  • $20k in sales, or
  • 25 individual VA sites ordering, or
  • 100 unique orders to VA sites

Vendors may submit a request to add items to the next solicitation. Before submitting your findings, please verify that the items meet the above threshold doing this will reduce the amount of time spent reviewing items. Additionally, we suggest that vendors wait until the quarterly solicitation industry day, as the information that will be included in the most recent of items that will be added and there will be a period to request items be added. However, if a vendor does not want to wait until the quarterly solicitation to suggest items, they may submit the attached form to Craig Hilliard, Sarah Keefer, and Jeremy Parker. All items well be reviewed on a quarterly basis to add to the upcoming solicitation.
