Medical/Surgical Prime Vendor (MSPV) Program

Veterans Health Administration’s (VHA) Medical Supply Program Office (MSPO) is responsible for the execution oversite for the Medical/Surgical Prime Vendor (MSPV) Program, in close collaboration with the Strategic Acquisition Center (SAC) as well as VHA Office of Acquisitions (formerly VHA Procurement) for contract administration. SAC Acquisition Services 3 (AS3) Directorate is responsible for the administration of the distribution contracts and delivery orders, while VHA Office of Acquisitions awards and administers the MSPV supply Blanket Purchase Agreements (BPAs), and MSPO is responsible for programmatic oversight over both the distribution vehicles and supply BPAs. In 2024, the MPSV team welcomed SAC’s Acquisition Integration Service (AIS) to assist with the administration of this multi-billion-dollar program.

MSPV is a collection of contract vehicles that enable the VA to streamline supply chain management for an array of Medical, Surgical, Dental, Lab, and Environmental Management Supplies (EMS). The program achieves long term savings for VA (including VA Medical Centers (VAMCs), Other Government Agencies, etc.) by combining a “just in time” logistics approach with strategic sourcing and volume buying for Medical/Surgical supply needs. Forecasting, ordering and order status are accessible through contractually required supply chain management interfaces from the Prime Vendors. Based on usage data provided on a routine basis by the VAMCs, Prime Vendors are able to stock core items, which expedite the ordering, shipping and receipt process. In accordance with VHA Directive 1761, dated December 30, 2020, valid through recertification date of December 31, 2025, use of the program is mandatory for all VAMCs. Additionally, in accordance with VHA Office of Acquisitions Manual Part 808.004-70 effective April 15, 2024 (which implements VAAR 808.004-70(b)), strategic sourcing contract vehicles, including the MSPV distribution contracts, are mandatory for VHA Contracting Officers and Ordering Officials.

This Product List does not contain pricing in order to protect contract holder pricing information. VA employees may access published pricing via the Clinical Product Tool (CPT) or Supply Chain Master Catalog (SCMC). To access historical MSPV Product Lists, please contact MSPV Product List Team.

MSPV Product List Change Requests

The Medical Supply Program Office (MSPO) will accept MSPV change requests if there is outdated and/or incorrect product information on the MSPV Product List. For information on how to request specific changes to the MSPV Product List, please see below examples of where specific changes can be requested for changes, i.e OEM, BPA and BOA.

OEM Revision Request Form: To make a changes request related to product OEM information, please contact the assigned VHA Office of Acquisitions Contracting Officer for your BPA. Please do not provide discontinued item replacements using this request form. Contact your Contracting Officer directly should you have products requiring direct replacement.

Commercial Blanket Purchase Agreement (BPA) Maintenance: In order to make a change request related to price, unit of measure, or other salient characteristics, please request a BPA Maintenance Request form from the Contracting Officer who manages your current BPA. For information on how this template should be used, please see the Instruction Guide (dated November 11, 2022).

AbilityOne Blanket Ordering Agreements (BOA) Maintenance: To the greatest extent possible; solicitations for the VA MSPV Program will be solicited competitive award using the Governmentwide point of entry as defined by Federal Acquisition Regulation 2.1. All supplies awarded for delivery though VA MSPV are done using Clinically Driven Strategic Sourcing (CDSS). See VA MSPV Product List Frequently Asked Questions for additional information.
