The Executive Management Fellowship allows Veterans Health Administration (VHA) employees to gain experience related to the delivery of health care services outside of VA.

The Institute for Learning, Education and Development (ILEAD) is pleased to announce the Fiscal Year 2024 Executive Management Fellowship (EMF).

EMF is an external fellowship program offered through ILEAD. EMF was established in response to the VA Choice and Quality Employment Act of 2017 to allow Veterans Health Administration (VHA) employees to gain experience related to the delivery of health care services outside of VA. The purpose is to provide VHA employees with the opportunity to obtain training and experience in the private sector, and to encourage employees of the private sector to train and experience the operations at VHA facilities. Eligible employees will participate in innovative strategies, practices and technologies that will assist in transforming the care of Veterans.

The program is open to high-performing VHA employees in grades GS 13-GS 15 or Title 38 equivalent. The fellowship will start in early October, and the duration is up to 12 months.

ILEAD will cover the cost of the fellows’ travel to an ILEAD-sponsored training facility. The fellows’ parent organization will continue to pay the salary and benefits of the employee and will have a position for the fellow to return to at the end of the Fellowship.
